FY2007 Chapter 70 Funding Maps
The
maps on these pages offer a graphic illustration of proposed changes in
school funding. Unless noted otherwise, deepening shades of yellow
(blue) correspond to increasingly large percentage declines (increases)
in funding compared to FY2003. If a particular map doesn’t apply to
that municipality, then that municipality is shown in white.

Here
is a map comparing the Senate Ways and Means FY2007 budget proposal to
FY2003 funding levels for municipal school districts. Please Scroll

FY2007 Senate Ways and Means Budget (2.4 MB)
This map includes a first attempt at including Department of Education
LEA district codes for individual municipalities. Do you find the LEA
codes instructive or obstructive? Please let me know!
Note: Senate Ways and Means Maps for regional school districts have not yet been completed but will be available soon.
An Excel spreadsheet comparing proposed FY2007 funding levels to FY2003, FY2006, and House FY2007 is available here: Senate Ways and Means FY2007 spreadsheet (468 KB)

From the mix of colors alone, you can see both how far we have to go and how uneven the recovery has been.

This
map used an earlier color scheme in which green indicated more funding
than in FY2003 and blue indicated less funding than in FY2003. PDF

NOTES:
[1]
The value for Northampton (see the only gold town on the map above)
should be -18.2 percent, not -26.5 percent, and hence should be deep
yellow instead of gold. The error arose from the inclusion of
Northampton Smith Vocational on the FY03 cherry sheet. That school
serves many towns but shows up on the Northampton budget line.
Subtracting out Northampton Smith Vocational school from the
Northampton school system budget gives a FY03 value of $8,032,387 and a
decrease of -18.2 percent. The error has been corrected in the Excel
spreadsheet and in later maps.
A big
thank you to Mayor Claire Higgins of Northampton for making use of
these maps AND for keeping me on my toes. [Data corrections are always
welcome]. On the plus side, now that you all know where Northampton is,
you no longer have an excuse not to visit!

A nice, almost entirely blue map with a stated cost of $101 million
(although I calculate the cost to be $144 million, in agreement with a
letter and spreadsheet circulated by Rep. Linksy and colleagues) that
stands in start contrast to the House Ways and Means budget, which
level funded most districts and barely kept up with growth in the
foundation budget in others. Had amendment 1362 been adopted, we would
still have needed to advocate for more support for the half dozen
remaining yellow districts.
